A Twenty-Point Framework for Gaza from Former President Trump

Hamas has announced it is ready to begin immediate talks on freeing Israeli hostages and ending the nearly two-year war in Gaza, based on a new 20-point peace plan proposed by U.S. President Donald Trump.

The plan was unveiled by President Trump on Monday at the White House alongside Israeli Prime Minister Benjamin Netanyahu, who offered cautious support for the proposal.

Here are the key points of the plan, as released by the White House:

1. Gaza will become a deradicalized, terror-free zone that no longer poses a threat to its neighbors.
2. Gaza will be redeveloped for the benefit of its people, who have suffered extensively.
3. If both sides agree, the war will end immediately. Israeli forces will withdraw to an agreed line to prepare for a hostage release, with all military operations suspended during this time.
4. All hostages, both alive and deceased, will be returned within 72 hours of Israel publicly accepting the agreement.
5. Once all hostages are released, Israel will release 250 prisoners serving life sentences, plus 1,700 Gazans detained after October 7, 2023, including all women and children. For every Israeli hostage’s remains returned, Israel will release the remains of 15 deceased Gazans.
6. Hamas members who commit to peaceful coexistence and decommission their weapons will be granted amnesty. Those who wish to leave Gaza will be provided safe passage.
7. Full humanitarian aid will immediately enter Gaza, at quantities consistent with previous agreements, including the rehabilitation of infrastructure, hospitals, and bakeries.
8. Aid distribution will proceed without interference through the UN, Red Crescent, and other international institutions.
9. Gaza will be governed by a temporary, technocratic Palestinian committee under the oversight of a new international “Board of Peace,” chaired by President Trump and including other heads of state.
10. An economic development plan will be created to rebuild Gaza, drawing on international investment proposals to create jobs and opportunity.
11. A special economic zone with preferred tariff rates will be established.
12. No one will be forced to leave Gaza, and those who wish to leave will be free to do so and return.
13. Hamas will have no role in governance. All military and terror infrastructure will be destroyed, and a process of demilitarization will be supervised by independent monitors.
14. Regional partners will provide guarantees to ensure Hamas complies and that Gaza poses no threat.
15. A temporary International Stabilization Force (ISF) will deploy to Gaza to train Palestinian police and help secure border areas.
16. Israel will not occupy or annex Gaza. The IDF will withdraw based on agreed milestones as the ISF establishes control and stability.
17. Even if Hamas delays or rejects the proposal, aid and the handover of terror-free areas from the IDF to the ISF will proceed.
18. An interfaith dialogue process will be established to promote tolerance and peaceful coexistence.
19. As redevelopment advances and Palestinian Authority reforms are carried out, conditions may be set for a credible pathway to Palestinian self-determination.
20. The U.S. will establish a dialogue between Israel and the Palestinians to agree on a political horizon for peaceful coexistence.
